Financial resources entering Poland

ORDINANCE
OF THE MINISTER OF INTERIOR AND ADMINISTRATION
of 30 October 2007 on the amount of financial resources to be held by a foreigner entering the territory of the Republic of Poland, and on documents certifying possession of such resources (Dz. U. of 21 November 2007)
Based on Article 15 (5) of the Act of 13 June 2003 on foreigners (Dz. U. of 2006 No 234, item 1694 and of 2007 No 120, item 818 and No 165, item 1170), it is hereby ordained:

Article 1. The Ordinance specifies the following:
(1) the amount of financial resources to be held by a foreigner entering the territory of the Republic of Poland;
(2) documents certifying possession of financial resources by a foreigner;
(3) purpose for which a foreigner crosses the border and for which the amount of financial resources to be held by a foreigner can be diversified.

Article 2.1 A foreigner entering the territory of the Republic of Poland for a period of stay of less than 3 days should hold financial resources sufficient to cover the costs of accommodation, board, transit and departure from the territory of the Republic of Poland, to the amount of at least PLN
300 or the equivalent in foreign currency.
2.A foreigner entering the territory of the Republic of Poland for a period of stay of over 3 days should hold financial resources sufficient to cover the costs referred to in Paragraph 1 to the amount of at least PLN 100 for each day of stay or the equivalent in foreign currency.
3. Documents certifying a foreigner’s possession of financial resources necessary to cover the costs of accommodation, board, transit and departure from the territory of the Republic of Poland to the amount referred to in Paragraphs 1 and 2 shall include:
(1) traveller’s cheque or credit card;
(2) certificate confirming deposit at a bank or a cooperative savings and loans institution seated in the territory of the Republic of Poland to the amount not less than specified in Paragraphs 1 and 2, confirmed with a seal and signature of an authorised officer of the bank or cooperative
savings and loans institution and issued no later than a month prior to crossing the border;
(3) original invitation referred to in Article 15 (2) of the Act of 13 June 2003 on foreigners.
4. Documents certifying a foreigner’s possession of financial resources necessary to cover the
costs of accommodation, board, transit and departure from the territory of the Republic of Poland may also include:
(1) a ticket entitling the holder to travel to a country of origin or any other country;

(2) a document entitling the holder to use the means of transport possessed by the person concerned.
Article 3. 1. A foreigner entering the territory of the Republic of Poland should hold the amount of at least PLN 300 to cover medical treatment expenses for each day of stay or the equivalent in foreign currency.
2. Documents certifying a foreigner’s possession of financial resources necessary to cover medical treatment expenses shall include:
(1) original invitation referred to in Article 15 (2) of the Act of 13 June 2003 on foreigners.
(2) confirmation of coverage of medical treatment expenses on the territory of the Republic of Poland by an insurer.
Article 4. 1. A foreigner entering the territory of the Republic of Poland who:
(1) participates in a tourist trip, youth camp, sport competition,
(2) has the cost of stay in the Republic of Poland paid,
(3) comes to a sanatorium clinic, should hold the amount of at least PLN 20 for each day of stay, although not less PLN 100, and the amount of at least PLN 300 to cover medical treatment expenses for each day of stay or the
equivalent in foreign currency.
2.Possession of financial resources to cover medical treatment expenses, referred to in Paragraph 1 may be evidenced by a document confirming the coverage of medical treatment expenses on the territory of the Republic of Poland by an insurer.
3. Documents confirming the purpose of crossing the border by foreigners referred to in Paragraph 1 shall include:
(1) a document confirming participation in a tourist trip, youth camp or sport competition;
(2) receipt of payment for the stay in the Republic of Poland covering at least the cost of accommodation and board;
(3) referral to a sanatorium clinic,
4.The document confirming participation in a tourist trip, youth camp or sport competition referred to in Paragraph 3 (1) should include given name and surname, place of living and address of the foreigner for individual stays or the number of persons participating in the tourist trip together and in particular:
(1) document issuer’s data, name and seat in particular;
(2) data of the tour organiser and operator;
(3) date and place of stay on the territory of the Republic of Poland;
(4) detailed list of tourist services, and a detailed route for a tourist trip;
(5) receipt of payment for the tourist service specifying the costs of accommodation and board and the price of such service.
Article 5. 1. A foreigner entering the territory of the Republic of Poland in order to take up or continue studies, take part in scientific research or training should hold:
(1) the amount of PLN 1,600 or the equivalent in foreign currency to cover the cost of accommodation and board for the duration of the first 2 months of stay on the territory;
(2) the amount of PLN 300 or the equivalent in foreign currency to cover medical treatment expenses for each day of stay during the one month period starting from the day of entry in the territory;
2. Documents certifying possession by the foreigner referred to in Paragraph 1 of financial resources necessary to cover accommodation and board expenses include:
(2) certificate confirming deposit at a bank or a cooperative savings and loans institution seated in the territory of the Republic of Poland to the amount not less than specified in Paragraph 1, confirmed with a seal and signature of an authorised officer of the bank or cooperative savings
and loans institution and issued no later than a month prior to crossing the border;
(2) original invitation referred to in Article 15 (2) of the Act of 13 June 2003 on foreigners;
(3) document confirming the scholarship award.
3.Possession of the financial resources to cover medical treatment expenses referred to in Paragraph 1 (2) may be confirmed with the following:
(1) original invitation referred to in Article 15 (2) of the Act of 13 June 2003 on foreigners.
(2) document confirming coverage of medical treatment expenses on the territory of the Republic of Poland by an insurer.
4. The purpose of crossing the border by a foreigner referred to in Paragraph 1 may be confirmed by a certificate of admission to studies, taking part in scientific research or training.
5.If the certificate referred to in Paragraph 2 (1) shows that the foreigner takes up paid studies or takes part in a paid scientific research or training, they shall be required to produce a receipt of payment for the first year or the entire period of studies if it is shorter than a year or a confirmation of possessing financial resources to the amount sufficient to pay the charge
indicated in the certificate.
Article 6. If a foreigner entering the territory of the Republic of Poland confirms the possession of financial resources in a foreign currency, it shall be converted into the Polish currency at an average rate of the foreign currency announced by the National Bank of Poland on the last
working day prior to the entry of the foreigner in the territory.
Article 7. Ordinance of the Minister of Interior and Administration on the amount of financial resources to be held by a foreigner entering the territory of the Republic of Poland, and on documents certifying possession of such resources and of the purpose of crossing the border (Dz.U. No 178, item 1748 and No 232, item 2341) shall expire.
Article 8. The Ordinance shall enter into force 14 days following the day of announcement.
